get_comments_number_text() replaces every % with the comments number, so a title like 'Hello % world' became 'Hello 2 world' in the comments_popup_link() screen reader text. Escape % in the title with a __PERCENT__ placeholder when building $more and restore it after the number substitution. Trac #37103
